一、序言我们,联合国教科文组织156个会员国、民间社会组织、社会合作伙伴、联合国各有关机构、政府间组织和私营部门的代表,于2009年12月在巴西帕拉州贝伦市汇聚一堂,参加第六届国际成人教育大会,评估自第五届国际成人教育大会以来成人学习与教育领域所取得的最新进展。成人教育是受教育权的基本要素之一。为了让所有青年人和成年人行使这一权利,我们需要描绘出新的行动路线图。
I. INTRODUCTION We, the 156 member nations of UNESCO, civil society organizations, social partners, relevant agencies of the United Nations, intergovernmental organizations and the private sector, gathered in Belem, the State of Pará, Brazil, in December 2009 At the 6th International Conference on Adult Education, I assessed the latest progress made in adult learning and education since the Fifth International Congress of Adult Education. Adult education is one of the basic elements of the right to education. In order for all young people and adults to exercise this right, we need to map out a new course of action.
