水利部部长、党组书记钮茂生和副部长张春园11月2日下午在人民大会堂参加完“学习《邓小平文选》第三卷报告会”后,匆匆赶回部机关,连夜召开党组会,传达江泽民同志的重要讲话和《中共中央关于学习〈邓小平文选〉第三卷的决定》。接着,部党组发出了关于贯彻落实《中共中央关于学习〈邓小平文选〉第三卷的决定》的通知。5日,部务扩大会议上,部领导再一次动员、部署部机关及在京直属单位学习《邓小平文选》第三卷。正在中央党校参加省部级领导干部研讨班的钮部长,专门抽出时间到部机关和水利部组织的青年干部培训班动员学《邓选》。之后,又组织部机关和在京直属单位的司局级干部到中共中央党校驻校参加为期10天的《邓选》第三卷研讨班的学习。这些行动充分说明,水利部党组对学《邓选》
