Located in the hinterland of the mainland, Xi’an has a dry climate and lack of water resources, which greatly limits its economic development. It is extremely urgent to solve the problem of water resources in Xi’an not so much as its status in the economic development of our country. The implementation of the Heihe River diversion project is the only way to solve this problem. Heihe water source area is located in the northern slope of Qinling Mountains to the county, originated in Qinling Mountains Taibai northeast
