我们市委、市政府新的领导班子组成后,对工交、财贸、基建等各条战线的经济效益进行了一次大检查,发现不少问题,有主观的,也有客观的,有工业的,也有商业的。对有些问题,工业埋怨商业不推销,银行不支持,财贸则责怪工业生产没搞好。我们认为,经济效益低是一个全局性的问题,靠任何一个部门都不行。市政府决定开展一次经济效益大论证活动,开拓提高经济效益的新路子。通过这次活动,受益非浅。其好处有以下几点: 一是,使各级领导的指导思想,真正从思想到实践来了一个大转变。经济工作必须转到以提高经济效益为中心的轨道上来的思想,过去也是逢会必讲,可是往往说在嘴上,落在纸上,点子打不到效益上。开展经济效益论证活动,促使大家学习理论,探索问题,深入实际搞调查,研究新情况,解决新问题。我们分析了一些比较好的单位,经济效益明显下降,一部
