中央最近指出,一九八三年是企业整顿关键的一年。健全企业领导制度,是企业整顿中要重点抓好的一项工作。关于工业企业领导制度的问题,一九八一年,党中央确立了“党委集体领导、职工民主管理、厂长行政指挥”的根本原则。后来,党中央、国务院相继颁发了《国营工业企业职工代表大会暂行条例》、《国营工厂厂长工作暂行条例》、《中国共产党工业企业基层组织工作暂行条例》。
The Central Government recently pointed out that 1983 was a crucial year for the reorganization of enterprises. Perfecting the enterprise leadership system is one of the key tasks to be taken in the rectification of enterprises. On the issue of the leadership system of industrial enterprises, in 1981, the Central Committee of the Party established the fundamental principle of “collective leadership by party committees, democratical management of staff and workers, and administrative director of the factory director.” Later, the CPC Central Committee and the State Council successively issued the Interim Regulations on the Workers’ Congress of State-owned Industrial Enterprises, the Provisional Regulations on the Work of State-owned Factory Directors, and the Provisional Regulations on the Work of Grass-roots Organizations of Industrial Enterprises by the Communist Party of China.
