记得那是1986年5月4日,我刚刚接待完来鄂参观访问的香港客人,就被通知到武昌东湖宾馆参加一个重要的会议。 东湖宾馆是我省举行重大接待活动和召开重要会议的场所。建国以来,中央主要领导来鄂视察,莫不是下榻这里。我知道,国务院第三任总理率领中央有关领导,从4月18日起,在川东鄂西进行了半个多月的调查研究。当时,三峡工程欲上不能,而荆江防洪形势严峻,鄂西川东许多“老少边穷”地区经济发展滞后,能源、交通等因素严重制约该区域经济的发展。国务院领导人此行正是来寻求、制订一个解决问题的战略性决策。
