2010年3月24日,由上海市科学技术委员会、上海市发展和改革委员会和上海市财政局共同起草的《关于鼓励和促进科技创业的实施意见》(以下简称《实施意见》)出台,《实施意见》是上海第一份专门针对科技创业体系发展的文件,其出台弥补了上海在科技创业体系发展方面的空白,为以企业孵化器为核心的上海科技创业体系指明了发展的方向,推动科技企业孵化器发展成为服务科技创业的重要载体,推进上海经济发展方式的转变。
