今年十二月一日是为中华人民共和国的创立和发展建树了卓越功勋的朱德同志诞辰九十三周年.本刊重新发表朱德同志一九五七年十二月二十五日在全国财政厅局长会议、税务局长会议和人民银行分行行长会议的讲话(原载一九五七年十二月二十九日人民日报,一九五八年《财政》月刊第二期转载),来寄托我们对这位德高望重的无产阶级革命家的怀念.朱德同志很关心财政和财务工作,从一九五三年到一九五七年的第一个五年计划期间,在繁重的党和国家的领导工作中,他曾抽时间给各省、市、区财政部门的负责同志作过两次讲话,一次是一九五四年十一月六日,一次是一九五七年十二月二十五日.尽管讲话的时间离现在已经二十多年了,我们今天面临的任务同那个时候已经根本不同了,但是朱德同志对财政工作的殷切期望和谆谆教诲,比如,在“把我国建设成为一个具有现代工业、现代农业和现代科学文化的社会主义强国”这个英勇豪迈的事业中,财政部门肩负着重要的任务;要开源节流,从增加生产和加强财政管理中增加收入;要贯彻勤俭建国和少花钱多办事的方针,要准备过长期的紧张的甚至艰苦的日子;要在保证统一领导和重点建设的条件下,适当扩大地方的权限,中央要照顾地方,地方要照顾全局;要加强财政监督,加强综合平衡,等等,在今天仍然有教育意义.至于朱老总艰苦朴素,顾全大局,以身作则,遵守制度,不搞特殊,更是我们学习的榜样.
