国务院决定1991年为“质量、品种、效益年”。国家计委副主任、国务院生产委主任叶青在全国计划会议上提出,为广泛地开展“质量、品种、效益年”活动,必须抓紧做好以下四项工作。 1.进一步坚持和完善企业承包制,并通过试点,为逐步向税利分流、税后还贷、税后承包过渡创造条件。在新一轮承包中,要切实把技术改造投资、还贷、补充流动资金、加强设备管理、经济效益等纳入承包内容,落到实处,克服短期行为,增强企业发展后劲。
