The “Common Program” is a programmatic document that all units, people’s governments at various levels and people across the country should abide by in common with all the Chinese people’s political consultative conferences. In order to develop this programmatic document, the Third Plenary Session of the Preparatory Committee for the CPPCC National Committee (Drafting Common Program Group) met at Qin Zhongdian Zhongnanhai on June 18, 1949.
