作为学术研究,第一重要的是界定自己所使用的名词概念的涵义。目前,在档案学的理论研究上,文件、文书、公文三个名词概念的定义尚未确定。在实际工作的应用中,三者的内容既有联系又有区别,有时相互交叉,有时又相互包含。其中任何一个名词被使用时,他人究竟作何理解,全凭名词所处的语言环境及人们约定俗成的一般印象的制约。在论及文件的本质及特点以前,为了使本文的结论更加清晰,明确,则必须先明确三个概念的涵义,廓清它们之间的界限。 文件、文书、公文三个名词在我国文献中出现的时间,一般的说法是“文书”一词出现
