全国人大代表、中国人民大学中国社会保障研究中心主任郑功成向媒体透露,目前我国绝大多数地方缺乏社会保障,80％的劳动者与老年人没有基本养老保险,90％的人缺乏基本医疗保障,乡村贫困人口还没有制度化的最低生活保障。
