随着办公自动化和CAD计算机设计的普及,目前CAD设计在工业、农业、基本建设、高科技领域已广泛运用,尤其在工程设计活动中的普及率及覆盖率已接近100%。但CAD电子文件归档的步伐并没有切实地跟上CAD设计的发展速度,一方面有的单位虽然CAD绘图率早就达到了100%,但尚未建立起较完整的图档管理系统,电子文件处于一种无人管理,无从利用的状态;另一方面有些单位虽然引进或开发了图档管理软件,但由于软件不符合单位工作现状或人员管理不善,也没有发挥其应有的作用。电子档案落后于电子文件的发展原因很多,其中收集工作不到位是制约CAD电子文件转变为电子档案的瓶颈。
