Rare Earth Supply Might Be Stable

  The Ministry of Commerce published the first batch of rare earth export quota. Nine qualified enterprises are given the right to export 10,546 tons of rare earth. In addition, 17 enterprises are waiting for the approval of the Ministry of Commerce. Once they get the approval, they earn the rare earth export quota of 14,538 tons.
  Before 2011, the rare earth export quota is hard to get. From 2011, the rare earth price dropped drastically, cooling down the export of rare earth. According to the statistical data, the exports volume of rare earth from China reached 14,750 tons in the first 11 months of 2011, only accounting for 49% of the whole year’s export quota. A large proportion of export quota remained unused. It is noteworthy that this situation did not affect the export quota policy of the Ministry of Commerce. Based on the principal that “the first quota the enterprises get accounts for 80% of the whole year’s total quota”, the total quota of rare earth export in 2012 reached 31,130 tons, a little higher than the level of 30,184 tons in 2011.
  “The Ministry of Commerce is still examining some companies’ qualification of exporting rare earth. But the first batch of rare earth export quota has been decided while a part of it is reserved for those enterprises which have not passed the examination of environment protection,”said an insider from the Ministry of Commerce. “In order to satisfy the demand of international market and stabilize the rare earth supply, the export quota of 2012 remains at the same level with 2011.”
  It is noteworthy that the rare earth export quota cannot save the rare earth industry from the current depression. The current depression is reflected in the weak purchasing will in the rare earth consumption enterprises. Most of them are keeping their inventories and waiting to see whether the price could drop or not. On the other hand, these rare earth dealers which have accumulated a lot of high-price rare earth are eager to undersell their goods due to the capital strain, meaning that the rare earth has no power for the increase of rare earth price. In addition, the rare earth price increased too fast in the first half of 2011 – by the end of July, the price had been three times as high as the one at the beginning of 2011. After July, the price encountered fluctuations and by the end of 2011 it had dropped by 50%.
  Actually, the quota of rare earth published this time has already been out of the expectation of people. “The great surplus of rare earth quota unused in 2011 is mainly attributed to the drastic increase of price in the first half followed a drastic decrease in the second half. Purchasers are not willing to buy rare earth during the period of price fluctuations,” said a rare earth dealer in Ganzhou, Jiangxi. Because most of the rare earth quota remained unused in 2011, the situation of rare earth industry in that year went through great changes. It was expected that the quota might be changed in 2012. At the end of December 2011, the Ministry of National Land and Resources announced on its website that the rare earth export quota might have a decrease in 2012, though the decrease will not be big, due to the influence of the continuous depression of world economy and the surplus in the export quota in 2011.
  Though the actual number is higher than the expectation, the Ministry of Commerce for the first time separated the launching of quotas for the light rare earth and the middle and heavy rare earth, showing that the policies have stronger pertinence. The aforementioned rare earth dealer in Jiangxi said frankly that the rare earth market in 2012 did not have a bright outlook. Those customers who once planned to make long-term investments changed their investment plans into irregular enquiry and purchasing, bringing great stress over the upstream enterprises. In addition, the depressive international economy forced the speculators to stop their paces of acquiring rare earth. Thus the tendency of the rare earth price changes completely depends on the market demand, whose recovery is uncertain.
  Heng Kun, chief analyst of Essence Securities, said that the issuance of 80% of rare earth export quota can on the one hand give more time to the enterprises to arrange production and distribution plans. On the other hand, this is a definite attitude China shows towards the international doubts about China’s policies about rare earth, telling them that China would not make use of the quota to affect the global rare earth industry.
  “Though most expected that the quota would be decreased, the decrease did not happen. This might boost the whole industrial chain and shows that China would stabilize the supply of rare earth in the future.”
