最近,记者在河北省涉县井店镇采访,正遇上有些群众要立碑感谢镇党委,他们发自肺腑地赞扬镇党委是“真正的共产党人,为老百姓办了许多好事”。对群众关注的难点不推不拖认真化解镇党委书记陈邢魁说,群众关注的难点无小事,不能推、不能拖,要用打“攻坚战”的办法一一化解。1998年7月,井店镇新一届党委上任时,就遇到一个难题:“三提五统”征收困难,有的村民拖欠一两年,有的甚至5年以上。村民为什么不缴“三提五统”?他们经过调查认为责任首先在干部。镇里收取村民的集资款、各种押金等60多万元逾期多年没返还,村民对此有气,多次上访,干群几乎成了“仇敌”。后来,镇上千方百计筹措资金一举还清了各村村民的欠款,使许多村民消了气。然后,镇里组成几个工作组,到各村逐一解决问题。对个别特困户经村民公开讨论后同意给予减免,对有能力缴却故意拒缴的5个“钉子户”给予起诉,由法庭执行收缴。这一下子把各村历年的“老帐”彻底解决了。现
