十八届三中全会以来,国企改革一直备受关注。2014年底的中央经济工作会议和今年两会的政府工作报告,国资国企改革均被列入全面深化改革的重点。人们期待,2015年将是国企深化改革的“落实年”。需要注意,作为顶层设计的国企改革总体方案文件尚未出台。这说明决策层对国企深改的任务、途径和操作细则的制定十分慎重,也表明因为新一轮国企改革涉及的政策
Since the Third Plenary Session of the 18th CPC Central Committee, the reform of state-owned enterprises has drawn much attention. The central economic work conference at the end of 2014, the government work report of the two sessions this year, and the reform of state-owned assets and state-owned enterprises are all included in the overall focus of deepening the reform. It is expected that 2015 will be the year of implementation for deepening the reform of state-owned enterprises. It should be noted that the overall program of state-owned enterprise reform as top-level design has not yet been published. This shows that the decision-making layers are very cautious in formulating the tasks, channels and operating rules for the deepening of state-owned enterprises. It also shows that because of the policies involved in the new round of state-owned enterprise reform
