抗美援朝運動展開以來,各地各界人民廣泛地舉行了示威遊行。這種示威遊行,對於激發人民羣眾的愛國情緒和提高人民羣眾的政治覺悟,起了偉大的作用,因此是完全必要的。但是,不可頻繁地隨意地動員羣眾遊行示威,否則就將妨礙人民羣眾的生產、工作和學習,並造成物力的浪費。正是爲了防止這種現象的發生,所以本會三月十四日的通告,才規定按訴、簽名、投票的會議,集中於四月下旬的某一天舉行,遊行示威集中在五一節舉行。但是不少城市已經發現浪費人力物力的現象。例如在重慶春節以來,市區內幾乎無日無示威,有些工作幹部和羣眾團體,動不動就發動羣眾遊行。有時是一個或幾個學校或工廠的羣眾遊行,有時是一條街或一個段的居民羣眾遊行,交通常爲遊行隊所阻斷。此外,羣眾獻旗獻花也非常頻繁,動不動就是獻旗獻花,以致市上鮮花價格昂貴。這種頻繁地動員羣眾遊行獻花的現象繼續
