(一) 大會的目的要求: 我縣自五月二十五日後,連續六次冰雹洪水災害,給農民的生產生活上造成很大的困難,使農民的生産積極性、受到極大的挫折。在這種嚴重的災情面前,中共宣威縣委卽確定以生產救災為壓倒一切的中心任務,採取了緊急措施,調派大批斡部下鄉領導群衆搶救、卽時發放貸款和救濟(?)款。另外財委並根據情况,確定在寶山、龍潭、倘塘、基場等集鎮,先後召開物資交流會,來收購農民的小春作物及農、副、土、特產品,供應生產生活資料、以便進一步解决生產生活困難,穩定災民生產情緒。
