在大江大河的中下游地区解除洪水威胁已成为愈来愈迫切的任务,对于重要的防洪区域采用多种和多个防洪工程系统,共同用以提高该区域的防洪能力,是一种现实而迫切的途径。这些工程由于各自地理位置和控制洪水来源不同、洪水的组成和遭遇复杂不同、工程的运用方式也各异,因此在规划设计及实际运用中,如何描述和预测洪水过程及其相互遭遇,确定各工程调度方式及其投入程序和时机,以达到最佳的防洪效果,确定工程布置方案等,是尚待深入研究的重要课题。本文以赣江流域规划中有关系统防洪工程的洪水调节计算为实例,阐述系统防洪工程的洪水描述、调度方式及效益计算等问题,供本课题的进一步研究的参考。
