一、为规范高致病性禽流感疫苗经费管理,根据《国务院办公厅关于扶持家禽业若干措施的通知》(国办发[2004]17号)、《财政部、农业部关于高致性禽流感防治经费管理暂行办法》(财农[2004]5号)和《农业部关于高致病性禽流感疫苗统一调拨管理暂行办法》(农牧发[2004]8号),制定本暂行办法。二、在高致病性禽流感疫情高发期和疫苗供应相对紧张的情况下,农业部对禽流感疫苗实行统一调拨管理,疫苗经费每季度结算一次。三、省级畜牧兽医行政主管部门会同省级财政部门根据免疫禽只的数量和需要的疫苗量,联合行文报送农业部(畜牧兽医局、财务司)、财政部农业司。报告主要内容如下:
I. Second, under the condition of relatively high incidence of HPAI and relatively tight supply of vaccine, the Ministry of Agriculture implemented a unified transfer of the vaccine against bird flu and the vaccine funds are settled quarterly. 3. The provincial animal husbandry and veterinary administrative department, together with the provincial finance department, shall submit the joint written submission to the Ministry of Agriculture (Animal Husbandry and Veterinary Bureau, Finance Department) and the Ministry of Agriculture Agriculture Department based on the number of vaccinated birds and the amount of vaccine required.
