发展是我们党执政兴国的第一要务,树立什么样的发展观极为重要。近年来,党中央明确提出了坚持以人为本,树立全面、协调、可持续的科学发展观。这是我们党领导现代化建设指导思想的新变化,是我国经济社会发展必须长期坚持的指导方针。遗憾的是,我们一些同志对发展观的认识至今不到位,在许多地方的“十一五”规划中,仍然是只有增长没有发展。其中一个重要原因,是在思想上没有真正理解什么是以人为本,没有实现思想观念的转变。
Development is the top priority for our party in governing and rejuvenating the country. It is of great importance to establish what kind of development concept. In recent years, the Central Party Committee has clearly put forward the scientific outlook on development that insists on putting people first and establishing a comprehensive, coordinated and sustainable way. This is a new change our party has in guiding the guiding ideology of modernization and is the guiding principle that China must adhere to in its long-term economic and social development. Unfortunately, some of our comrades do not have a clear understanding of the concept of development so far. In many parts of the “Eleventh Five-Year Plan”, there is still only growth and no progress. One of the important reasons is that there is no real understanding in the mind of what is people-oriented and there is no change in the concept of thinking.
