任何大国都必须处理好中央与地方的关系。如何既赋予地方政府引导地区经济增长的动力,又保证中央政府有足够的实力平衡地区发展,维护社会稳定与国家统一是一个世界性的问题,也是我国经济改革与经济发展所面临的一个重要问题。本期我们发表朱玲博士与王绍光博士的两篇文章,他们从不同的角度对这一问题进行了理论分析。其中朱玲博士从经济体制改革给我国中央与地方关系所带来的变化入手,强调了“调整”;王绍光博士从建立中央与地方的游戏规则出发,强调了“合作”。我们希望这两篇文章能给关心、研究这一问题的人们以启示。
Any big country must handle the relations between the central and local authorities. How to give both local governments the motivation to guide the regional economic growth and ensure that the central government has enough strength to balance regional development and maintain social stability and national unification is a worldwide problem and also an important issue for China’s economic reform and economic development . In this issue we publish two articles by Dr. Zhu Ling and Dr. Wang Shaoguang, who conducted theoretical analysis of this issue from different perspectives. Dr. Zhu Ling started with the changes brought about by the reform of the economic system to the relations between the central government and the local government in our country. He stressed that “adjustment ”; and Dr. Wang Shaoguang emphasized the “cooperation” from the establishment of the rules of the game between the central government and local governments. We hope these two articles will inspire people who care and study this issue.
