一、目前全國各城市的私營書铺、书攤、書販手中存在着大量的舊社會遺留下來的反動的、淫穢的、荒誕的舊小說、舊唱本、舊連環畫、舊畫片,每天出租給幾十萬讀者。帝國主義、蔣介石賣國集團、資產階級不法分子曾經製造和利用並還在繼續製造和利用這類有毒的書刊圖畫作為思想進攻的工具,散播形形色色的地主階級和資產階級的反動腐朽思想和下流無恥的生活方式,藉以毒害和腐蝕廣大勞動人民,破壞國家的社會
