民政工作甲、建政(一)组织情况解放后接管并建立了临、永、宁、和、康、夏河、临洮、洮沙八县和临夏市九个县级政权,五十八个区署,三百一十六个乡政府和四、五七二个行政村和自然村政权·并在部分地区建立了农会组织。四月省财政会议后,根据精简整编精神,结合分区实际情况作了适当调整。将临洮,洮沙割给定西分区,夏河由省直辖大东乡成立自治区受专署领导并将原岷县分区之临潭并归我分区.现共辖六县一市一区和四十四个区署,二三四个乡。建政方式,区级一般的是由上级加委并与群众商量通过。乡、村两级则是结合剿匪肃特、征粮、民族团结等工作。在发动群众的基础上经民主选举逐渐建立起来的.由于部份地区的群众未充分发动起来,致发生成份不纯的事实,后来均逐步进行了改造。
