大政府与小政府之争,在于对政府规模的认定,即政治权力的边界问题。受到我国建立“服务型政府”的启发,论述建设“权威型小政府”的必要性。本文首先给出政治权威的定义,并说明政治权威存在的必要以及如何建立政治权威。其次通过分析政治权力的支配性、强制性、扩张性、排他性等特点,说明建立小政府的必要性。最后给出对权威型小政府建设途径的建议。
The dispute between big and small governments lies in the determination of the size of the government, that is, the boundary issue of political power. Inspired by the establishment of a “service-oriented government” in our country, the necessity of building a “small government of authority” is discussed. This paper first gives the definition of political authority, and explains the necessity of political authority and how to establish political authority. Second, by analyzing the political power of dominance, compulsion, expansibility, exclusivity and other characteristics, explain the necessity of establishing a small government. Finally, it gives some suggestions on the ways of building an authoritative small government.
