行政伦理问题是行政学和伦理学共同的理论课题,是行政发展和应用伦理的共同的实践领域。行政伦理的内涵、构成、性质及研究现状值得重视。行政伦理是关于行政主体的活动及行为的伦理,是由行政道德规范、行政伦理制度和行政价值导向的有机结合,并构成一个由基础道德规范到伦理制度保障到理想价值导向的系统。构建行政伦理,对推动公共行政的现代化建设,探索依法治国与以德治国有机结合的方式,具有重要的理论和现实意义。
The issue of administrative ethics is a common theoretical issue of administration and ethics, and is a common practice field of administrative development and applied ethics. The connotation, composition, nature and research status of administrative ethics deserve attention. Administrative ethics is an ethic about the activity and behavior of the administrative subject.
