政府社会保障支出绩效评价是指用来反映和衡量政府社会保障支出效益、效率和有效性的研究。目前,国内外学术界对政府绩效评价有不少相关研究,并且已经相对成熟,但具体反映我国政府社会保障绩效评价的理论研究和定性分析较多,而定量分析较少,支出绩效的评价指标体系相对薄弱。鉴于此,本文试图构建一个比较完整、合理的政府社会保障支出绩效的定量分析指标体系,采集现实最新的数据,进行指标实际值与标准值的比较,为指标的现实表现予以赋值和打分,得出我国社会保障支出绩效的整体分数,从而通过较为客观的定量分析来指明我国目前社会保障支出存在的问题。
