党的十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》,从我国的基本国情出发,清晰地描绘出我国社会主义市场经济体制的基本框架,是我们建立新的经济体制的总体规划和行动纲领,是对十四大提出的社会主义市场经济体制改革目标的具体化和系统化。它不仅充分体现了邓小平同志建设有中国特色社会主义理论、思想和观点,而且在十四大的基础上,又有新的发展和重大突破,提出了许多新观点。笔者认为这些新观点主要有: 1.提出建立社会主义市场经济体制,是建设有中国特色社会主义理论的重要组成部分,并明确提出本世纪末初步建立起新的经济体制。
The “Decision of the Central Committee of the CPC on Several Issues Concerning the Establishment of a Socialist Market Economic System,” adopted by the Third Plenary Session of the 14th CPC Central Committee, proceeded from the basic national conditions of our country and clearly described the basic framework of China’s socialist market economic system. The overall planning and action plan of the new economic system is the embodiment and systematization of the objectives of the reform of the socialist market economy proposed by the 14th National Congress of the Communist Party of China. It not only fully embodies Comrade Deng Xiaoping’s theory, ideas, and viewpoints of building socialism with Chinese characteristics, but also has made new developments and major breakthroughs on the basis of the 14th National Congress of the CPC and put forward many new ideas. The author believes that these new ideas mainly include: 1. Proposing to establish a socialist market economic system is an important part of the theory of building socialism with Chinese characteristics, and it is clearly proposed that a new economic system has been initially established at the end of this century.
