The fundamental guarantee for building a government ruled by law is to implement democratic constitutional government. The goal pursued by democratic constitutionalism is precisely the social harmony. The basic requirements for the implementation of democratic constitutional government are to establish the concept of democratic constitutionalism, carry forward the spirit of democratic constitutionalism and establish a democratic constitutional government system.
