In order to make the funding of science and technology and related higher education more in line with the scientific standards of the times, the needs of the society and the country, the federal government and the scientific and technological community conduct regular investigations and studies of U.S. scientific policies. Forty years ago, President Roosevelt commissioned the first large-scale science-policy survey. The result of the survey was the famous “science-boundless boundary” written by then-president of the Massachusetts Institute of Technology, Mr. Bush. In particular, the report emphasizes that in the post-war period, the government should play a new and greater role in supporting basic research in scientific institutions and universities.
