吉林省邮电部门实行的经营责任制是经过试点,逐步发展起来的。1985年开始在长春市邮政局、九台县邮电局试行,后来扩大到10个经营亏损的县局和329个农村分支机构。实行不同形式经营责任制的试点单位,上缴利润、企业留成和职工收入的增长速度,都大大高于面上企业的平均水平。实践证明,经营责任制是增强企业活力,调动企业积极性的一种好形式。
Jilin Province, the postal business department implemented the responsibility system is through the pilot, and gradually developed. In 1985, it began trial in Changchun Post Office and Jiutai County Post Office, and later expanded to 10 counties and 329 rural branches operating deficits. Pilot units implementing different forms of business responsibility system, the profits of turning over, the retention rate of enterprises and the growth rate of employees’ income are much higher than the average level of enterprises on the side. Practice has proved that the management responsibility system is to enhance the vitality of enterprises, mobilize the enthusiasm of enterprises a good form.
