加快发展住宅电话,是国民经济发展和人民生活水平提高的需要。一般的住宅电话多在下班后使用,适值市话机线设备空闲,接通率很高。但目前我国城市住宅电话发展较慢,这除了投资少,机线设备能力有限外,城市公共基础设施缺乏统一规划,邮电部门长期以来安于现状,也是原因之一。因此,建议各级地方政府和城建部门采取有力措施,把发展住宅电话纳入城市住宅建设配套设计之内,同步实施。今后城建部门审批核发建筑执照时,应把电话管线作为审查内容。邮电部门要依靠
