美国著名的管理学家杜拉克认为:所谓发展中国家,并非发展落后,而是管理落后。杜拉克的这句话,一语道破了管理对于一个国家进步和发展的重要。我国是一个发展中国家,除去国力单薄,经济基础弱,技术落后外,毫无疑问,在科学管理上起步较迟,尚属落后之列。十一届三中全会后,随着经济改革的起步,科学管理被摆上了重要的位置。科学管理需要掌握科学知识的管理队伍。因此,在政治体制上按照干部“四化”的要求,各行各业都把一些政治素质高,懂技术,精业务的中青年技术骨干挺拔到各级领导岗位上来。卫生部门的情况也是如此,无数医疗卫生技术骨干走上了管理岗
