1990年以来的大中型国有企业改制浪潮,把一大批中国工人阶级的先进分子--中国共产党党员,推向了新兴的非公企业。他们失落过,感伤过,甚至怀疑过,沉沦过。在自身政治权利、经济权利、民主权利的保障上,迫切需要有一个代表和维护他们权益的组织,这个组织就是工会。辽宁省营口市总工会在向非公企业组建工会的进程中,发现了由这些党员为核心的来自企业内部的群众基础。他们主动与营口市委取得联系,创造性地提出“党建带工建、党工共建”理念。这个理念使在非公企业的共产党员以工会为重要的政治归宿,迅速集结成一股崭新的力量。
The wave of restructuring of large and medium-sized state-owned enterprises since 1990 has pushed a large batch of Chinese advanced elements of the working class, the Chinese Communist Party members, to the emerging non-public enterprises. They have lost, sentimental, or even suspected, sunk. In their own political, economic and democratic rights, there is an urgent need for an organization that represents and defends their rights and interests. This organization is a trade union. Yingkou Municipal Federation of Trade Unions in Liaoning Province in the process of setting up trade unions to non-public enterprises, found that these party members as the core from within the mass base of the enterprise. They take the initiative to get in touch with the Yingkou Municipal Party Committee, creatively put forward the “party building with workers and workers, workers and workers to build” concept. This concept prompts Communist Party members in non-public enterprises to take union as an important political destination and rapidly build up a new force.
