今年以来,重奖有贡献的科技人员在全国各地形成了声势,表明人们对科技人员和科技成果的重视程度增加了,“科学技术是第一生产力”的观念逐渐深入人心。但我们又不难发现,相当一部分科技人员研制出成果,以及科研成果转化为实际应用的技术,都不是在原来的部门和单位内实现的。为什么科技人员的潜能在本企业内不能充分发挥出来?究其根本,还是一个如何调动企业科技人员积极性的问题。仅从企业领导者的角度来说,我认为,要稳定企业科技人员队伍,调动起科技人员积极性,应当正确地对待和处理以下三个方面的关系: 一是“大气候”与小环境的关系。党的十三大以来,党中央把发展科学技术提高到一个前所未有的战略高度,在民众之中强化了科技意识,树立了科学精神,形成了强大的潜在的物质力量,一个科技兴国的热潮正在蓬勃兴起。但是我们还必须清醒地看到,
