在1990年全国卫生厅局长会议上,卫生部陈敏章部长对预防保健有偿服务及各种形式的保偿制给予充分的肯定,同时指出:“在继续落实这项政策过程中要紧密围绕预防保健的中心任务,同初级卫生保健的总体目标协调统一,把社会效益放在首位。要明确各级防保机构有偿服务的范围和职责,统一服务范围,实行多种形式责权利相结合的责任制,正确处理内部分配关系”。本刊在这里集中刊发几位基层同志的文章。他们对预防保健有偿、保偿服务中遇到的问题进行了有益的实践和思考。我们相信对这些问题的研究和讨论,将有助于引导预防保健有偿、保偿服务沿着正确的轨道发展,使这项重大改革措施在实践中不断完善。
At the meeting of the Director-General of the National Health Department in 1990, Minister Chen Minzhang of the Ministry of Health fully affirmed paid services for preventive health care and various forms of reimbursement systems.
