建国以来,特别是实行改革开放政策以来,我们党正面临着一系列新的国际、国内条件:党的地位由不执政的地位转变到执政的地位;党的中心任务和工作重心转变到以经济建设为中心的现代化建设上来;实行改革开放的政策;在国内还面临着资产阶级自由化思潮的侵袭,在国际上面临着资本主义敌对势力“和平演变”的攻势。这些条件的变化,必然给党的思想建设、组织建设、作风建设,以及党的领导体制、活动方式和领导方式带来许多以前没有遇到过的新问
