通过对目前风景区总体规划现状的分析、研究，指出目前的规划方法实际上是“硬系统思想”在规划领域中的应用，其本质是对静态目标实现过程的动态控制．而实际上风景区系统是一个“软系统”．与“硬系统”有着许多的差异，尤其重要的是，随着时间的流逝，风景区总体规划目标也是在改变的．因此，风景区的总体规划实质上是对动态目标的追随过程及实时控制．在考虑到整个风景区社会发展的前提下，本文提出了新的风景区总体规划方法的概念流程．
Through the analysis and research on the current situation of the general planning of the current scenic spot, it is pointed out that the current planning method is actually the application of the “hard system idea” in the planning field, and its essence is the dynamic control of the static target realization process. In fact, the scenic area system is a “soft system”. There are many differences with the “hard system”. It is especially important that with the passage of time, the overall planning goals of the scenic area are also changing. Therefore, the overall planning of a scenic area is essentially the follow-up process and real-time control of dynamic targets. Taking into account the social development of the entire scenic area, this paper proposes the concept flow of the new landscape master planning method.
