1985年1月起,我局开始试行局长负责制,通过一年多来的实践,我初步摆脱了日常事务缠身的状况,进入一种比较超脱的管理阶段,并且从中获得许多益处。(一)什么是超脱管理我个人认为:就是全面质量管理中的例外原则管理。即只管例外原则,而大量的正常的日常事务性管理工作,应该由副职或是职能科室去处理,各负其责,各司其职。这样,主要决策人才能抓住时机,超脱日常事务,保持清醒头脑。所谓领导者就是超前领导,是战略管理。作为主要领导者,首先是带领全局职工贯彻党的方针、政策,走社会主义道路;带领职工加快通信四化建设的步伐,满足社会的需要。作
