广东省佛山市地处珠江三角洲,1983年6月起实行市管县的体制,辖南海、顺德、三水、高明四县及中山市。1984年工农业总产值82.48亿元,比1980年翻了一番。佛山市在制订国民经济发展规划中,提出力争提前十年实现工农业总产值翻两番的战略目标,即以1980年工农业总产值40.92亿元为基数,1990年达到163.68亿元;同时力争人均国民收入达到1,000美元。实现这个战略目标,就要新增投资和采用先进技术,这些资金和先进技术从哪里来?佛山市总结六年来执行对外开放政策,促进国民经济高速增长的经验,坚持实行一条战略措施:利用外资,引进技术。佛山市从经济发展战略的高度来抓对外开放,主要经验有六条:
