目的:建立一套适合院级基金绩效评价的指标体系,以上海市口腔医学研究所为例,对院级基金绩效作出评价,并提出管理建议。方法:运用文献调查和专家咨询法制定院级基金绩效评价指标体系,使用Excel2003和SPSS11.0软件包进行一般描述性分析和多因素逐步回归分析,探讨科研投入与产出的关系,并筛选主要影响因素。结果:建立了一套15个指标的院级基金绩效评价体系,并对133项院级基金课题作出评价;科研产出分析表明,院级基金对医院科研产出发挥着持续而稳定的贡献。统计学分析表明,研究者学历对科研产出有显著影响。结论:院级基金在抚育科研项目、科研人才梯队建设方面发挥了积极作用。院级基金课题应执行全过程管理,严格立项和建立中期考核的管理机制,设立院级成果奖励等激励制度。
OBJECTIVE: To establish a set of index system suitable for hospital-level fund performance evaluation. Taking the Shanghai Institute of Stomatology as an example, the hospital-level fund performance is evaluated and management suggestions are proposed. Methods: By using literature survey and expert consultation method, the hospital-level fund performance evaluation index system was established. The software package Excel2003 and SPSS11.0 were used for general descriptive analysis and multi-factor regression analysis to explore the relationship between research input and output, Influencing factors. Results: A set of 15-level hospital-level fund performance evaluation system was established, and 133 hospital fund projects were evaluated. Scientific research output analysis showed that the hospital-level fund played a sustained and steady contribution to the hospital research output. Statistical analysis shows that the academic record of researchers has a significant impact on the output of scientific research. Conclusion: The hospital fund plays a positive role in tending scientific research projects and building echelon of scientific research personnel. The college-level fund issues should be implemented throughout the process of management, strict establishment of projects and the establishment of mid-term assessment of the management mechanism, the establishment of incentives such as hospital-level results incentive system.
