离休干部是党和国家的宝贵财富,是中国革命和社会主义事业的奠基人和创造者。在战争年代和社会主义建设时期,他们做出了很大的牺牲和贡献,没有他们艰苦卓绝、可歌可泣的艰苦奋斗,就没有我们今天取得的巨大成就。照顾好他们的晚年生活,特别是在医疗上为他们提供保障是各级党委、政府及有关部门义不容辞的政治责任。为更好地落实中共中央和国务院的离休干部政策,根据《中共中央办公厅国务院办公厅关于转发<中央组织部、国家经贸委、财政部、人事部、劳动和社会保障部、卫生部关于落实离休干部离休费、医药费的意见>的通知》(厅字[2000]61号)和《省委办公厅、省政府办公厅关于贯彻落实中办厅字[2000]61号文件有关问题的通知))(辽委办发[2001]3号)中关于建立离休干部离休费、医药费保障机制和财政支持机制的要求,结合省直机关的实际情况,特制定本方案。
Retired cadres are the precious wealth of the party and the country and the founders and creators of the Chinese revolution and socialist cause. During the war years and the period of socialist construction, they made great sacrifices and contributions. Without their arduous, arduous and hard work, there is no great achievement we have made today. It is incumbent on party committees, governments and relevant departments at all levels to take good care of their old age, especially to provide them with medical protection. In order to better implement the policy of the retired cadres of the CPC Central Committee and the State Council, according to “The General Office of the State Council General Office of the State Council, on forwarding” Notice” (No. [2000] No. 61) and "Notice on Issues Related to the Implementation of China Office Document [2000] No. 61 Document by the General Office of the Provincial Party Committee and the Provincial Government Office )) (Liaoning Committee Office [2001] No. 3) on the establishment of retired cadres’ leave fees, medical insurance guarantee mechanism and financial support mechanism requirements, combined with the actual situation of the provincial organs, the special formulation of this program.
