怎样看待改革面临的阻碍不失时机地推进改革,必须高度重视提高公众对“改革问题”的科学认识。目前,“改革问题”可分为以下三类:一是改革的配套治理问题。改革既是旧体制废止的过程,又是新体制孕育、诞生的过程。即使废止、诞生的主要环节不存在突出问题,但如果没有形成配套的条件与环境,同样会带来改革效果的扭曲。纵观多年的改革历程,这类问题几乎存在于全部改革领域,这里仅列举几例说明。
