民兵以劳养武活动中涉及到不少政策性问题,亟待研究解决。笔者就此做了调查研究,本文试就其中几个主要政策性问题谈点思考意见。 思考之一:人武部门能否组织民兵兴办劳武经济实体 这个问题从开始到现在,一直存在顾虑。原因主要是人们把它与党政机关经商办经济实体混在一起,政策界限不清。一些办劳武经济实体起步较迟或发展较慢的地区,很大程度上就在于对它是否符合政策规定有疑问而迟迟放不开手脚。即使是在起步较早、发展较快、目前已形成相当规模的地区,人武部门的同志仍感到心里不是很
The militia involved many labor-security activities in the policy of many issues that need to be studied and solved urgently. The author did a research in this regard, this paper try to talk about some of the major policy issues of thinking. One of the reflections: Whether the armed forces departments can organize the militiamen to set up the economic entity under the Laowu war has always been a problem from the beginning to the present. The main reason is that people confuse it with the commercial and economic entities run by the Party and government organs and the policy boundaries are unclear. Some areas that have started or delayed the economic development of the labor force largely depend on the fact that they are still in doubt as to whether they meet the policy requirements or not. Even in areas that started earlier and developed rapidly and have now formed a fairly large scale, comrades in the armed forces department still feel very uncomfortable
