目前,人武系统县(市)人武部党委班子的能力素质,基本上可以满足工作正常开展的需要,但离党中央、中央军委赋予我们的历史使命还存在着差距。其主要问题,我认为有三点:一、缺乏使命忧患意识。这主要是因为在政绩考评及进出机制上存在弊端,即使有制度、有规定,但人为因素占相当比重。故使有些班子成员没有危机感,错误地认为干好干坏一个样,甚至干多了“错”更多,只要跟上级搞好关系,就会平安无事。二、缺乏科学决策意识。在很多重大事情决定之前,缺乏深入调查研究,凭一知半解、拍脑门儿作决定,结果给工作造成损失。三、缺乏团结互助意识。不能正确对待同事之间的竞争,出现不必要的争名逐利,给工作造成被动。鉴于此,必须采取相应对策,扭转不良局面。

Before many major issues were decided, there was a lack of in-depth investigations and studies, decisions based on perplexity and abduction, resulting in loss of work. Third, lack of awareness of solidarity and mutual assistance. Can not correctly handle the competition among colleagues, appear indisputable fame and fortune, resulting in passive work. In view of this, we must take appropriate measures to reverse the bad situation.
