由陕西省水利厅、陕西省水利科研所5人组成的“陕西省河流泥沙考察团”,于1990年11月21日至12月4日,访问了日本. 考察团在日期间,先后到达东京、山梨、筑波、大阪、兵库、京都、琶琵湖地区的富士川、宇治川、保津川、水濑川等干支流,考察了山区河道的治理与泥沙控制,平原河道的治理、管理和泥沙处理,水库管理与防淤排沙等.并参观了日本建设省土木研究所水利室和砂防室,宇治川水利研究所,京都大学防灾研究所水利室、砂防室.
