桃林口水库是50年代滦河流域规划时的拟建项目。1981年国务院针对华北地区水资源紧缺情况,重新审定了滦河流域规划,确定在水源不足的情况下,必须首先确保城市和工业用水的需要。1983年,当时的水利电力部受国务院委托在天津召开了引滦入津通水协调会议,再次强调了桃林口水库的重要作用和对冀东地区经济发展的重要战略意义,认为应及早兴建。1990年国家计委批准了桃林口水库工程计划任务书。1991年水利部以水规(1991)12号文批准了工程初步设计。工程分两期建设。
The Taolinkou Reservoir is a proposed project in the planning of the Luanhe River Basin in the 1950s. In 1981, in response to the shortage of water resources in North China, the State Council re-examined the Luan River Basin Plan to ensure that, in the case of insufficient water supply, the need for urban and industrial water use must first be ensured. In 1983, the Ministry of Water Conservancy and Electric Power was entrusted by the State Council to hold a water transfer coordination meeting in Tianjin from the Luan River to Tianjin, again emphasizing the important role of the Taolinkou Reservoir and its strategic importance to the economic development of the eastern part of Hebei Province. In 1990, the State Planning Commission approved the Taolinkou Reservoir project plan. In 1991, the Ministry of Water Resources approved the preliminary design of the project with the regulation No. (1991) 12. Construction in two phases.
