The Ministry of Agriculture recently promulgated the Interim Measures for the Administration of Imported and Exported Crop Seeds (Seedlings). The Measures stipulate that units engaged in the import and export of seed for the production of seeds and germplasm resources provided to the outside of the country (territory) shall be qualified as Chinese legal persons. It is forbidden for individuals to engage in the import and export of seed for seed production and to provide germplasm resources to the outside of the country (territory). In order to strengthen the management of import and export of germplasm resources, the “Measures” also stipulate that germplasm resources shall be provided to the outside of the country (territory)
