四川省委为了充分开发利用比全省农业耕地大一倍多的草场、荒坡,1978年1月决定,在拥有优良草句的川西北阿坝藏族自治州红原县,将省生物研究所草原工作站扩建为省草原研究所。但由于那里是高寒地区,年平均温度为摄氏零下1.1度,条件十分艰苦,加之其它工作没有跟上去,仅有的十几名技术人员,几乎走光!
