中国崛起,关键是中西部地区要崛起。中部崛起、西部大开发,关键在人才。由于种种原因,我国区域人才发展很不平衡。欠发达地区、艰苦地区渴望人才,却长期面临引才难、留才难的矛盾。中央对区域人才协调发展非常重视。中共中央政治局委员、中央组织部部长、中央人才工作协调小组组长赵乐际多次强调:要健全激励机制,引导人才向基层流动、向艰苦地区和岗位流动。
The key to China's rise is the rise of the central and western regions. The rise of central China and the development of the western region are the key to talent. Due to various reasons, the development of regional talents in our country is not balanced. Underdeveloped areas and hard-working areas are longing for talents, but they have long faced the contradictions of attracting talents and leaving behind others. The Central Government attaches great importance to the coordinated development of regional talents. Zhao Leji, member of the Political Bureau of the CPC Central Committee Political Bureau and director of the Central Organization Department and head of the coordinating group for the Central Talents Work, stressed on many occasions: To perfect the incentive mechanism and guide the flow of talents to the grassroots and to the arduous regions and posts.
